According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: Poly(N-vinylformamide), 20-100 percent hydrolyzed hydrochloride salts. The FCS is specifically known as one of the following:
  1. formamide, N-ethenyl-, polymer with ethanamine, hydrochloride (CAS Reg. No. 111616-55-8); or
  2. formamide, ethenyl-, homopolymer, hydrolyzed, hydrochlorides (CAS Reg. No. 183815-54-5).

Intended Use: As a wet and dry strength agent, fixing agent, or retention aid, which is applied prior to the sheet-forming operation in the manufacture of paper and paperboard, except for use in contact with infant formula and human milk (see Limitations/Specifications).
Limitations/Specifications: For use at a level not to exceed 1.5 percent by weight of the finished paper or paperboard. The FCS is intended to contact all food types under Conditions of Use B through G as defined in Table 2. The FCS is not for use in contact with infant formula and human milk. Such uses were not included as part of the intended use of the substance in the FCN.
